Virtually all the world's states have ratified the Kyoto Protocol, committing to take significant action to reduce their greenhouse gas emissions within specific time frames. Two notable exceptions are Canada, which withdrew from the agreements almost 10 years after first signing them, and the United States, which has consistently refused to ratify them. Yet the link between CO2 and global warming is now clearly established.
